Lo, sigh heavily and behold- for once again it is Maritime Sunday at this, your Newtown Pentacle. This week, we’re focusing in on the DonJon Marine’s Sarah Anne moving (presumably) from Newtown Creek to the Port of Newark with a load of scrap metals. This is an oft repeated journey for the Tugs of New York Harbor, and offers quite an occupation.

The metals trade often comes up in these postings, partially due to my proximity to its center at Newtown Creek, and partially due to the wonder of it all. The claims which are made by those versed in macroeconomic and engineering circles is that the recycling process saves a lot of energy (and atmospheric emissions of concurrent gaseous pollution) from being used in the pursuit of new materials obtained via traditional mining and refining processes.

Personal observation of the metal recycling process has shown, instead, the heaviest of machinery being operated at full throttle and spewing exhaust into the open air. The whole process is fed by trucks, barges, and vast ocean going ships whose journeys span continents.
Tremendous amounts of fuel, industrial machinery, and human labor are required.

Donjon Marine, Co., Inc., a global marine services provider based in N.J., announced that Donjon has added the 2,700 hp twin screw tug Sarah Ann (ex-June K) to its expanding tug fleet. The 78 by 26 by 10.5-ft tug, with twin CAT 3512B diesels and a nine-ft draft, was built in 2003 by A&B Shipyard, Amelia, La. Designed principally for ship handling and assist work, barge towing and dredge assist, the tug’s draft is shallow enough to navigate the many creeks and estuaries throughout the Port of New York region.

Often have I wondered how much is actually saved, environmentally, by the process. This is, of course, heresy to the environmental crowd. Any intellectual deviation from a political normative- such as “recycling is incontrovertibly good and has no cost”- even the act of questioning such logic, is met with disbelief and scorn.

The scrap industry contributed $65 billion in 2006 and is one of the few contributing positively to the U.S. balance of trade, exporting $15.7 billion in scrap commodities in 2006. This imbalance of trade has resulted in rising scrap prices during 2007 and 2008 within the United States. Scrap recycling also helps reduce greenhouse gas emissions and conserves energy and natural resources. For example, scrap recycling diverts 145,000,000 short tons (129,464,286 long tons; 131,541,787 t) of materials away from landfills. Recycled scrap is a raw material feedstock for 2 out of 3 pounds of steel made in the U.S., for 60% of the metals and alloys produced in the U.S., for more than 50% of the U.S. paper industry’s needs, and for 33% of U.S. aluminum. Recycled scrap helps keep air and water cleaner by removing potentially hazardous materials and keeping them out of landfills.
June 30th, 2012- Working Harbor Committee Kill Van Kull walk

My various interests out on the sixth borough, NY Harbor, have brought me into association with the Working Harbor Committee. A member of the group’s Steering Committee- I also serve as the “official” group photographer, am chairman and principal narrator of their annual Newtown Creek Boat Tour, and occasionally speak on the microphone during other tours (mainly the Brooklyn one). This year, the group has branched out into terrestrial explorations to compliment the intense and extant schedule of boat tours, and I’m going to be leading a Kill Van Kull walking tour that should be a lot of fun.
The Kill Van Kull, or tugboat alley as its known to we harbor rats, is a tidal strait that defines the border of Staten Island and New Jersey. A busy and highly industrialized waterfront, Working Harbor’s popular “Hidden Harbor – Newark Bay” boat tours provide water access to the Kill, but what is it like on the landward side?
Starting at the St. George Staten Island Ferry terminal, join WHC Steering Committee member Mitch Waxman for a walk up the Kill Van Kull via Staten Islands Richmond Terrace. You’ll encounter unrivaled views of the maritime traffic on the Kill itself, as well as the hidden past of the maritime communities which line it’s shores. Surprising and historic neighborhoods, an abandoned railway, and tales of prohibition era bootleggers await.
The tour will start at 11, sharp, and you must be on (at least) the 10:30 AM Staten Island Ferry to meet the group at St. George. Again, plan for transportation changes and unexpected weirdness to be revealed to you at MTA.info.

July 8th, 2012- Atlas Obscura Walking Tour- The Insalubrious Valley

Newtown Creek Alliance historian Mitch Waxman will be leading a walk through the industrial heartlands of New York City, exploring the insalubrious valley of the Newtown Creek.
The currently undefended border of Brooklyn and Queens, and the place where the Industrial Revolution actually happened, provides a dramatic and picturesque setting for this exploration. We’ll be visiting two movable bridges, the still standing remains of an early 19th century highway, and a forgotten tributary of the larger waterway. As we walk along the Newtown Creek and explore the “wrong side of the tracks” – you’ll hear tales of the early chemical industry, “Dead Animal and Night Soil Wharfs”, colonial era heretics and witches and the coming of the railroad. The tour concludes at the famed Clinton Diner in Maspeth- where scenes from the Martin Scorcese movie “Goodfellas” were shot. Lunch at Clinton Diner is included with the ticket.

Meetup at the corner of Grand Street and Morgan Avenue in Brooklyn at 11 a.m. on July 8, 2012. The L train serves a station at Bushwick Avenue and Grand Street, and the Q54 and Q59 bus lines stop nearby as well. Check MTA.info as ongoing weekend construction often causes delays and interruptions. Drivers, it would be wise to leave your vehicle in the vicinity of the Clinton Diner in Maspeth, Queens or near the start of the walk at Grand St. and Morgan Avenue (you can pick up the bus to Brooklyn nearby the Clinton Diner).
Be prepared: We’ll be encountering broken pavement, sometimes heavy truck traffic as we move through a virtual urban desert. Dress and pack appropriately for hiking, closed-toe shoes are highly recommended.

Many people know about the environmental issues facing Newtown Creek, but did you know that the Creek was once the busiest waterway in North America, carrying more industrial tonnage than the entire Mississippi River?
You’ll learn much more when Working Harbor Committee’s maritime historians and harbor experts
put it all in context during a Hidden Harbor Tours: Newtown Creek Exploration.
The heart of industrial New York, Newtown Creek was home port to hundreds of tugboats (one of which is the historic WO Decker). It was also an international destination for oceangoing ships and a vast intermodal shipping and manufacturing hub that employed hundreds of thousands of people. Forming the border of Brooklyn and Queens for nearly three miles, five great cities grew rich along the Newtown Creek’s bulkheads — Greenpoint, Willamsburg, Bushwick, Long Island City and Manhattan itself. The waterway is still a vital part of the harbor and the Working Harbor Committee (WHC) is proud to present this tour as part of the celebration of their tenth anniversary year.
Mitch Waxman, a member of WHC’s steering committee and the group’s official photographer, also serves with the Newtown Creek Alliance as its group Historian. In addition to working on WHC’s boat tours of the Creek, Mitch offers a regular lineup of popular walking tours, and presents a series of well-attended slideshows for political, governmental, antiquarian, historical and school groups. The DEP Pump House described in yesterday’s posting, which is located in Manhattan’s “Alphabet City” neighborhood, is found across the street from Con Ed’s East River Generating Station. Both facilities are, in turn, surrounded by vast residential complexes which long time New Yorkers might refer to as “The Projects“.
Governmental officials would prefer the term “affordable housing“, of course, or at the very least- “The Jacob Riis Houses”.

The New York City steam system is a district heating system which takes steam produced by steam generating stations and carries it under the streets of Manhattan to heat, cool, or supply power to high rise buildings and businesses. Some New York businesses and facilities also use the steam for cleaning, climate control and disinfection.
The New York Steam Company began providing service in lower Manhattan in 1882. Today, Consolidated Edison operates the largest commercial steam system in the United States. The organization within Con Edison that is responsible for the system’s operation is known as Steam Operations, providing steam service to nearly 1,800 customers and serving more than 100,000 commercial and residential establishments in Manhattan from Battery Park to 96th Street uptown on the West side and 89th Street on the East side of Manhattan. Roughly 30 billion lbs (just under 13.64 megatons) of steam flow through the system every year.

The subject of the post today has little to do with the aforementioned complex of buildings, they are mentioned strictly for contextual and geographic orientation of the Con Ed facility. My understanding is that this “cogeneration” facility is considered to be a desirable target to those ragged armies of third world sappers commonly referred to as “terrorists“, and several acquaintances and or friends have found themselves being interviewed by Police and Security personnel merely for having photographed the place.

In the grand tradition of the Jumbo dynamos, the six-story boilers installed at Fourteenth Street and East River were so large that a luncheon for nearly 100 people was served inside one of them before the renovated station went into operation in the late 1920s. During the opening day ceremony in 1926, Queen Marie of Rumania flipped the switch to start the 100,000 horsepower turbine generator.

The view in the first two shots are from the East River, captured while onboard aquatic vessels, and the shot above is actually from the roof of the DEP Pump house.
The housing complex in the shot above is not true “public housing”, rather it is the Stuyvesant Town property. After the second World War, “urban renewal” projects such as the Riis Houses and Stuyvesant Town were seen as the answer to the endemic poverty found around and propagated by tenement slums. Funding and political impetus for large scale developments such as these- inspired by the ideations of a cryptofascist architect, LeCorbusier, and his disastrous “Tower in a park” conception- were made possible by both Federal and entrepreneurial sources.
Located on the east side of Lower Manhattan, the 43,000-sq.-ft. facility produces electricity and steam for homes and businesses throughout New York City. The project was completed May.
To repower the 360-MW power plant, the project team is performing all civil, structural, electrical and mechanical work, including the installation of major equipment, such as two GE Frame 7FA gas turbines, two Vogt-NEM, Inc. heat recovery steam generators and three Atlas Copco gas compressors. More than 100,000 lin. ft. of process pipe will be installed.
Construction of a new, onsite water treatment plant is also a part of the contract. The new treatment plant will consist of a 9,000 GMP reverse osmosis system that will produce pure water for steam generation. Electrical work includes the installation of 77,000 lin. ft. of conduit, 15,000 lin. ft. of cable tray, 665,000 lin. ft. of power and control cable and 30,000 electrical terminations.

Historically, this area was known as the Gas House District, so named for an enormous number of multi story “high pressure” tanks and the hundreds of associated industrial buildings which serviced and supplied them. A network of pipes snaked out into Manhattan from the East River, supplying fuel to street lights, commercial customers, and even residences.
The adage “Don’t blow out the light” was displayed prominently in hotels and flop houses all over town during the 19th century, as newcomers to the City would often treat a gas light in the manner they would a candle- which would have disastrous, fatal, and often explosive results. The District followed the East River and extended from 14th to 27th streets.
The neighborhoods surrounding the Gas Light District was notorious for its violent crime.

The Consolidated Edison Company’s East River Generating Station dominates the eastern section of 14th Street, stretching from 13th and 17th Streets and between Avenue C and the East River. It was erected primarily in two phases, the first campaign completed in 1926 and the second in the 1950s. Because of its size and prominence, the East River Generating Station plays an important role in the history of the East River waterfront, as well as in the general evolution of power plant architecture in New York City. The widespread low-scale fabric of the Lower East Side, consisting mostly of tenement buildings, went generally unchanged for most of the nineteenth century and the early part of the twentieth century, while the rest of Manhattan was seeing the erection of skyscrapers and other tall buildings.
Driven by the increasing cost of power plant construction and the need to design “with an eye to the future,” the East River Generating Station of 1926 was designed to be less ostentatious than earlier stations that were typically of the Beaux-Arts Style, yet it was also less monolithic than contemporaries such as Hell Gate or Hudson Avenue Stations. The waterfront façade of this building was divided into three distinct bays in rectilinear form, a design scheme that allowed for easy expansion as need be. The building uses vertical fenestration and horizontal bands of limestone set within a field of dark red brick to give the façade a sense of visual excitement

Know my wisdom.
A geologic formation located in the present day beneath the Williamsburg Bridge, called Corlears Hook by cartographers, is where the ship building industry of New York City would have been centered just after the Revolutionary War. Vast yards stretched from here to modern day 23rd street, and enormous piles of wood- white oak, live oak, cedar- would have been observed lining the shore. Everywhere would be plumes of smoke and the ringing sound of hammers and the groaning of strained rope, the smell of tar and pitch would pervade. The yards of Cheeseman, Charles Browne- and others- would shortly form the greatest concentration of ship building to be found anywhere in the newly christened United States.

A concentration of labor, sailors, and all the ancillary trades of the ship building industry created a huge demand for saloons, bars, hotels, and above all else- brothels. The concentration of prostitutes found nearby the Hook was infamous by the 1830’s, and from Corlears Hook a new and distinctly American slang term for the worlds oldest profession -still in usage today- emerged.
It’s why we call sex workers “Hookers”.

Always the guardians of decency, the powers that be in Albany demanded that a permanent, incorruptible, and salaried Municipal Police force be sent to clean up and prosecute the situation. Fears of a uniformed militia in the politically unstable atmosphere of the young republic were acknowledged by the decree that these policemen would dress in plain clothes and identify themselves only by a simple badge, fashioned into the shape of a six pointed star.
The badge was made of Copper, and that’s where the slang term, still in use for the gendarme- Cops- comes from.

Hanging around the East River side of Lower Manhattan recently, your humble narrator was elated to see the Bouchard Tug “Ellen S. Bouchard” transiting past Governors Island. Such prurient thrills are all that I’m still capable of getting excited about these days, so I whipped out the camera and started shooting.
Built in 1982, by Halter Marine of New Orleans, Louisiana (hull #1036) as the Ellen S. Bouchard for Bouchard Transportation of Melville, New York.

That’s a fuel barge that the tug is managing, and odds would be good that it’s journey began on either the Kill Van Kull or the Port of Newark. It would be foolish to guess where it was headed, except to say that it will drop its cargo off at a distribution center for eventual disposition to end customers via tanker trucks.
From his first voyage at eleven years of age as a cabin boy on a sailing ship bound for China, Captain Bouchard knew that shipping would be his life. By 1915, he was the youngest tugboat captain in the Port of New York.

The barge would be carrying something close to the equivalent capacity of fifty standard sized oil trucks, and was accordingly making its way through the narrow East River in a slow and deliberate fashion. Such caution is necessary, as an accidental allision or collision would spell disaster for both natural and unnatural features alike.

There’s something about the sight of Tug passing under the Brooklyn Bridge that causes one to want to buy a slice of pizza or order a bagel with cream cheese and lox and complain about the Mayor or the Yankees. It’s just so “New York”.

The tugboat is one symbol of New York. Along with its more famous icons of Lady Liberty, the Empire State Building, and the Brooklyn Bridge, the sturdy little tugs, once all steam powered, working quietly in the harbor became a sight in the city.
The first hull was the paddler tug Rufus W. King of 1828.

The Friday of memorial day weekend, your humble narrator stumbled into the wilds of Astoria, headed for Astoria Park. Astoria Park is at the western end of Queens, and adjoins the East River, hosting parts of both the mighty Triboro Bridge and the sublime exemplar of bridge engineering called Hellgate. Named for the section of the East River it crosses, Hellgate was my intended destination and subject, and I was hoping for some visually interesting rail traffic to be crossing the great bridge. Frustrated by a gray and humid day, the Acela and other Amtrak traffic was observed, as well as a curious CSX double engine. Then…

Astoria Park, on the west shore of Queens, extends from south of the Triborough Bridge to north of the Hell Gate Bridge. With a panoramic view of the skyscrapers of midtown Manhattan in the south to the Hell Gate channel in the north, the scenery presents the diverse landscape of New York City. The Hell Gate channel, formed by faults deep underground, contains some of the deepest water in New York Harbor. Its treacherous reefs bear picturesque names such as “Hen and Chickens,” “Pot Rock,” “Bread & Cheese,” and “Bald Headed Billy.”
Throughout the centuries the stunning natural beauty of this location has attracted visitors and settlers. Before the arrival of European colonists, a trail passed by the site, and an Indian village flourished at Pot Cove. Local inhabitants grew maize on the shores, fished in Hell Gate, and drew water from Linden Brook, a small stream that still flows under Astoria Park South. In the mid-1600s the Dutch parceled out this land to various owners, including William Hallet whose grant embraced hundreds of acres. During the American Revolution, several British and Hessian regiments were stationed in the area. On November 25, 1780 the frigate Hussar and its five-million-dollar cargo sank to the bottom of Hell Gate, where despite some removal of cannons, the treasure still remains.

I’ve become pretty familiar with NY Harbor in the last year, and can identify some of the common types of ships that cross its waters. Every now and then, however, a mysterious craft- an unidentified floating object or UFO if you will- crosses in front of me. Proceeding south, this catamaran (actually a trimaran) was nearly devoid of markings- which is remarkable in itself- and moving at a tremendous clip. Its “colorway” and hull shape instantly said “military” to me, but I could not recognize its specie.

The first trimarans were built by indigenous Polynesians almost 4,000 years ago, and much of the current terminology is inherited from them. Multihull sailboats (catamarans and trimarans) gained favor during the 1960s and 1970s. Modern recreational trimarans are rooted in the same homebuilt tradition as other multihulls but there are also a number of production models on the market. A number of trimarans in the 19–36-foot lengths (5.8–11 m) have been designed over the last 30 years to be accommodated on a road trailer. These include the original Farrier – Corsair folding trimarans – and original John Westell swing-wing folding trimaran (using the same folding system later adopted also on Quorning Dragonfly) and like trimarans. Many sailboat designers have also designed demountable trimarans that are able to be trailered (like the SeaCart 30 by Oceanlake Marine).
The trimaran design is also becoming more widespread as a passenger ferry. In 2005 the 127-metre trimaran (417 ft) Benchijigua Express was delivered by Austal to Spanish ferry operator Fred. Olsen, S.A. for service in the Canary Islands. Capable of carrying 1,280 passengers and 340 cars, or equivalents, at speeds up to 40 knots, this boat was the longest aluminum ship in the world at the time of delivery. The trimaran concept has also been considered for modern warships. The RV Triton was commissioned by British defence contractor QinetiQ in 2000. In October 2005, the United States Navy commissioned for evaluation the construction of a General Dynamics Littoral Combat Ship (LCS) trimaran designed and built by Austal.

Evocative, as on one hand it resembled a radar dodging stealth aircraft for the odd angles and aerodynamic shape, on the other it suggested a modern combat tank with its armor designed to deflect rather than defeat ballistic weapons.
The ship, nevertheless, was kicking up a huge wake and was shooting water behind it- some 10-20 feet high- as it rocketed down the East River.

The littoral zone refers to that part of a sea, lake or river that is close to the shore. In coastal environments the littoral zone extends from the high water mark, which is rarely inundated, to shoreline areas that are permanently submerged. It always includes this intertidal zone and is often used to mean the same as the intertidal zone. However, the meaning of “littoral zone” can extend well beyond the intertidal zone.
There is no single definition. What is regarded as the full extent of the littoral zone, and the way the littoral zone is divided into subregions, varies in different contexts (lakes and rivers have their own definitions). The use of the term also varies from one part of the world to another, and between different disciplines. For example, military commanders speak of the littoral in ways that are quite different from marine biologists.
The adjacency of water gives a number of distinctive characteristics to littoral regions. The erosive power of water results in particular types of landforms, such as sand dunes, and estuaries. The natural movement of the littoral along the coast is called the littoral drift. Biologically, the ready availability of water enables a greater variety of plant and animal life, and the additional local humidity due to evaporation usually creates a microclimate supporting unique types of organisms.
The word “littoral” is used both as a noun and an adjective. It derives from the Latin noun litus, litoris, meaning “shore”. (The doubled ‘t’ is a late medieval innovation and the word is sometimes seen in the more classical-looking spelling ‘litoral’.)

The “colorway” and camouflage of the craft suggested that the futurists of Britain still have modern adherents, long after the last of the “dazzle ships” were launched.
For those of you not in the know, the Dazzle Ships were an experiment in “breaking up the shape” of large combat vessels against the horizon, an attempt to reduce the visual profile of capital ships and reduce the ability of submariners to target vital areas of said ships. Dazzle works best at distance, which is what modern naval combat is all about.

At first glance Dazzle seems unlikely camouflage, drawing attention to the ship rather than hiding it, but this technique was developed after the Allied Navies were unable to develop effective means to disguise ships in all weather.
Dazzle did not conceal the ship but made it difficult for the enemy to estimate its type, size, speed and heading. The idea was to disrupt the visual rangefinders used for naval artillery. Its purpose was confusion rather than concealment. An observer would find it difficult to know exactly whether the stern or the bow is in view; and it would be equally difficult to estimate whether the observed vessel is moving towards or away from the observer’s position.
Rangefinders were based on the co-incidence principle with an optical mechanism, operated by a human to compute the range. The operator adjusted the mechanism until two half-images of the target lined up in a complete picture. Dazzle was intended to make that hard because clashing patterns looked abnormal even when the two halves were aligned. This became more important when submarine periscopes included similar rangefinders. As an additional feature, the dazzle pattern usually included a false bow wave to make estimation of the ship’s speed difficult.

As mentioned, my computer was down for the holiday weekend, but Our Lady of the Pentacle allowed me to use her laptop and I managed to get a few of these images out to that clandestine and anonymous network of maritime enthusiasts and quasi governmental experts who advise, comment, or offer corrections to your Newtown Pentacle. Credit for identifying this craft goes out to them, and I wish that they would allow me to sing praise publicly, but certain conflicts of interest or oaths of secrecy demand that they must always be referred to as “anonymous sources”. In this case, the ultimate sources will be referred to as Daidalos and Icaros (hey, it is Astoria Park).

It is in images, not in texts that Daedalus is seen with wings; many Greek myths appear to have been invented to make sense of known but inexplicable images. The most familiar literary telling explaining Daedalus’ wings is a late one, that of Ovid: in his Metamorphoses (VIII:183-235) Daedalus was shut up in a tower to prevent his knowledge of his Labyrinth from spreading to the public. He could not leave Crete by sea, as the king kept strict watch on all vessels, permitting none to sail without being carefully searched. Since Minos controlled the land and sea routes, Daedalus set to work to fabricate wings for himself and his young son Icarus. He tied feathers together, from smallest to largest so as to form an increasing surface. The larger ones he secured with thread and the smaller with wax, and gave the whole a gentle curvature like the wings of a bird. When the work was done, the artist, waving his wings, found himself buoyed upward and hung suspended, poising himself on the beaten air. He next equipped his son in the same manner, and taught him how to fly. When both were prepared for flight, Daedalus warned Icarus not to fly too high, because the heat of the sun would melt the wax, nor too low, because the sea foam would soak the feathers.

Daidalos was actually stumped when the photos arrived, and neither of us could make any sense of the only marking- a string of tiny numbers on the hull- of this unidentified floating object. High flying, Icaros received the shots from the latter, and contacted high ranking members of a certain governmental entity. This entity-let’s just say that they have lots of boats and planes, and boats that are airports, and boats that carry nuclear missiles and stay underwater for months at a time, and a lot of the people who work for it wear white dress uniforms– claimed the ship as theirs!

From the time of its inception, the military played a decisive role in the history of the United States. The National Security Act of 1947, adopted following World War II and during the onset of the Cold War, created the modern U.S. military framework; the Act merged previously Cabinet-level Department of War and the Department of the Navy into the National Military Establishment (renamed the Department of Defense in 1949), headed by the Secretary of Defense; and created the Department of the Air Force and National Security Council.
The U.S. military is one of the largest militaries in terms of number of personnel. It draws its manpower from a large pool of volunteers; although conscription has been used in the past in various times of both war and peace, it has not been used since 1972. As of 2010, the United States spends about $692 billion annually to fund its military forces, constituting approximately 43 percent of world military expenditures. The U.S. armed forces as a whole possess large quantities of advanced and powerful equipment, which gives them significant capabilities in both defense and power projection.

What you have just seen, lords and ladies, shooting down the East River at high speed was described as a (JHSV) Joint High Speed Vessel.
A JHSV can comfortably carry 300 fully armed MARINES, or up to 600 in a pinch. Alternatively, it can move multiple main battle tanks- the astounding M1 Abrams. Just so you understand, 600 is near the low end of Battalion strength, and 600 U.S. Marines could probably claim a beachhead in Hell itself if they were asked to. It also has a landing pad for a helicoptor.

Description
The JHSV program is procuring high-speed transport vessels for the Army and the Navy. These vessels will be used for fast intra-theater transportation of troops, military vehicles and equipment. The JHSV program merges the previous Army Theater Support Vessel (TSV) and the Navy High Speed Connector (HSC), taking advantage of the inherent commonality between the two programs.
JHSV will be capable of transporting 600 short tons 1,200 nautical miles at an average speed of 35 knots. The ships will be capable of operating in shallow-draft ports and waterways, interfacing with roll-on/roll-off discharge facilities, and on/off-loading a combat-loaded Abrams Main Battle Tank (M1A2). Other joint requirements include an aviation flight deck to support day and night air vehicle launch and recovery operations.
JHSV is a commercial-design, non-combatant transport vessel, and does not require the development of any new technology. JHSV is being built to American Bureau of Shipping (ABS) High Speed Naval Craft Guide. Systems onboard will be based on commercial ABS steel vessel rules. As such, it does not require the survivability and ability to sustain damage like the LCS. It has no combat system capability and no ability to support or use LCS mission modules. It will leverage non-developmental or commercial technology that is modified to suit military applications. Select military features include Aviation; Command, Control, Communications, Computers, and (Military) Intelligence; and Firefighting for the Mission Bay. NVR does not apply to any part of JHSV.
As a non-combatant sealift ship, the Navy variant of JHSV will be crewed by civilian mariners, either employed by or under contract to the Navy’s Military Sealift Command. U.S. Army vessels will be crewed by Army craft masters. Both versions will require a crew of approximately 22-40 people, but will have airline style seating for more than 300 embarked forces and fixed berthing for approximately 100 more.

The 88-foot (27 m) long vessel has a notable hull design, an M-shaped hull that provides a stable yet fast platform for mounting electronic surveillance equipment or weapons, or for conducting special operations. The hull design does not require foils or lifting devices to achieve a smooth ride at high speeds in rough conditions. Its shallow draft means the M80 Stiletto can operate in littoral and riverine environments and potentially allows for beach landings.
The M80 Stiletto is equipped with four Caterpillar, Inc. C32 1232 kW (1652 HP) engines yielding a top speed in excess of 50 knots (90 km/h) and a range of 500 nautical miles (900 km) when fully loaded. It can be outfitted with jet drives for shallow water operations and beaching.
It has a topside flight deck for launching and retrieving UAVs and a rear ramp that can launch and recover an 11-meter rigid-hull inflatable boat (RIB) or Autonomous Underwater Vehicle (AUV).
It weighs 45 tons unloaded, light enough that it can be hoisted onto a cargo ship, while still able to carry up to 20 tons of cargo in the 1,996 square feet (200 m2) of usable interior space. The ship is 88.6 feet (27.0 m) in length, with a width of 40 feet (12 m) and a height of 18.5 feet (5.6 m), yet has a draft of only 2.5 feet (0.8 m).
The M80 Stiletto is the largest U.S. naval vessel built using carbon-fiber composite and epoxy building techniques, which yields a very light but strong hull. The prototype M80 Stiletto is expected to be in use in less than one year. Ships are expected to cost between $6 and $10 million
