One had to go to Greenpoint to talk to a guy about a thing, recently. The guy in question was my colleague from Newtown Creek Alliance, Will Elkins, and the thing was to pick up some flyers he had printed up for the OHNY Plank Road event we conducted last weekend. We met at the North Brooklyn Boat Club location in Greenpoint’s DUPBO (Down Under the Pulaski Bridge Onramp) neighborhood, and soon I found myself catching a ride with him in a medium sized row boat – outfitted with an electric motor – plying the waters of Newtown Creek.

We were heading for the so called “Unnamed Canal” which is analogous to the intersection of Kingsland Avenue and North Henry Street, which sits alongside a relict DSNY marine waste transfer station. That’s where NCA’s “Living Dock” project is underway.

As the electric engine slowly but surely propelled us along, the FDNY’s “BATT” SAFE Boat (Callsign: WDG3982) appeared behind us. The SAFE Boat platform has been discussed numerous times at this – your Newtown Pentacle – over the years. It utilizes the “weapons platform” concept which has been in vogue in military circles for the last couple of decades, which dictates that you create a single superstructure which can accomplish a variety of basic missions and then customize it to the particular occupation of the user. The NYPD carry towing equipment, the FDNY has water monitors (nozzles that shoot water or foam), and the Coast Guard mounts M60 machine guns to them.

This creates an economy of scale for the procurement of basic replacement parts like screws and engine bits, and creates a large number of trained mechanics who can easily find employment based on their familiarity with the design. The SAFE Boats come in small, medium, and large. The BATT is of the “response boat small” type.

By all appearances, the BATT was on patrol. It’s officially designated as a “Law Enforcement” vessel everywhere that I checked. Above, the BATT is depicted as proceeding eastward along the Newtown Creek, with LIC’s M1 industrial zone and the SimsMetal Newtown Creek Dock as a backdrop. Presumptively, they were on a regular patrol. It’s likely that this unit is based at the Brooklyn Navy Yard, although there are other Marine unit bases to the north where it might hail from.

As a note, I forgot to take the flyers from Mr. Elkins after returning to land and after having walked to Greenpoint from Astoria to get them. This is one of the many reasons that a humble narrator can best be described as an idiot.

Harbor Launch No. 451 was christened with the name PO Edward Byrne when it was launched in 2010, and just the other night, it was literally running circles around the Working Harbor Committee. We were onboard the Zephyr, an excursion vessel, and the cops came roaring up alongside and began to circle us. Doesn’t matter what you’re driving, when a bunch of cops pull up next to you, you stiffen up and try to present overt signs of wholesomeness in an effort to avoid their attentions.

“This new launch will enable us to be even more vigilant in keeping the city safe from crime and terrorism,” Commissioner Kelly said. “It is a tangible symbol of Eddie Byrne’s legacy. All who see it will be reminded of his courage and his sacrifice.”

The new boat will be used for various police emergencies and operations in New York Harbor , including search and rescue and recovery and proactive counterterrorism patrol. The 45-foot vessel is custom equipped with a thermal camera and advanced navigation system, enabling police officers to better conduct search and rescue operations in low-visibility conditions. It can travel up to 48 knots, or 53 m.p.h.

The vessel in today’s shots is a SAFE Boat, which is a pretty sophisticated little craft that can take on a variety of utility and security functions depending on who its customized for. There’s a Coast Guard variant, and an FDNY one, and every agency that has any jurisdiction on the water seems to have at least one of these increasingly ubiquitous vessels bobbing around NY Harbor.

On March 15, 1858, five members of the New York City Police Department rowed out into New York Harbor to combat piracy aboard merchant ships lying at anchor. The NYPD Harbor Unit has existed ever since, protecting life and property. With hundreds of miles of inland waterways to cover, the unit operates 27 boats from three bases.

Harbor Patrol actually predates the Civil War, but in the beginning, they were all about fighting River Pirates. Back in the heyday of NY Harbor, pirates would launch from shore in rowboats with felt wrapped oars. They would sneak onboard anchored ships in the maritime equivalent of a modern “home invasion” and grab whatever they could carry. The problem was so rampant that the Harbor Patrol was formed. Today, the piracy problem is under control, and the unit largely works the Homeland Security beat instead.

The Metropolitan Police’s Harbor Police were established on Feb. 15, 1858 as the 24th Precinct. When established the command consisted of 2 sergeants and 25 patrolmen. Harbor’s first station house was located at 21 State Street, near the corner of Whitehall Street in lower Manhattan.

In today’s Memorial Day post- The United States Coast Guard.

It’s Memorial Day, once again, as the wheel of the year continues to spin. Everybody will be talking about Marines and Ocean going Sailors and Soldiers and Pilots today, but as usual- few will mention the United States Coast Guard. Accordingly, a few shots I’ve picked up of operations around New York Harbor. Pictured above is the USCG WTGB 107 Penobscot Bay.

The USCG Bay-class icebreaking tug is a class of 140-foot (43 m) icebreaking tugs of the United States Coast Guard, with hull numbers WTGB 101 through to WTGB 109.

They can proceed through fresh water ice up to 20 inches (51 cm) thick, and break ice up to 3 feet (0.91 m) thick, through ramming. These vessels are equipped with a system to lubricate their progress through the ice, by bubbling air through the hull.

The USCG maintains a small fleet of vessels with differing capability to fulfill their mission to protect and patrol the Harbor of New York and New Jersey. Pictured above is a “Response Boat Small” SAFE boat crew, carrying what would seem to be a 50mm machine gun and a variety of small arms, while on Staten Island Ferry escort duty.

Developed in a direct response to the need for additional Homeland Security assets in the wake of the September 11th terrorist attacks, the Defender Class boats were procured under an emergency acquisition authority. With a contract for up to 700 standard response boats, the Defender Class acquisition is one of the largest boat buys of its type in the world. The 100 boat Defender A Class (RB-HS) fleet began arriving at units in MAY 2002 and continued through AUG 2003. After several configuration changes, most notably a longer cabin and shock mitigating rear seats, the Defender B Class (RB-S) boats were born. This fleet was first delivered to the field in OCT 2003, and there are currently 357 RB-S boats in operation.

The 457 Defender Class boats currently in operation are assigned to the Coast Guards Maritime Safety and Security Teams (MSST), Maritime Security Response Team (MSRT), Marine Safety Units (MSU), and Small Boat Stations throughout the Coast Guard. With an overall length of 25 feet, two 225 horsepower outboard engines, unique turning radius, and gun mounts boat forward and aft, the Defender Class boats are the ultimate waterborne assets for conducting fast and high speed maneuvering tactics in a small deployable package. This is evidenced in the fact that several Defender Class boats are already in operation by other Homeland Security Department agencies as well as foreign military services for their homeland security missions.

USCG WTGB 106 Morro Bay is pictured above, at night on the Hudson River, picking up crew members and dropping off dignitaries at a political event sponsored by the Metropolitan Waterfront Alliance. There are always Coast Guard personnel at work somewhere on the harbor, 24 hours a day, protecting our well cushioned posterior from whatever trouble might float in on the tide.

USCGC MORRO BAY (WTGB-106)

Abstract

The USCGC MORRO BAY was commissioned 28 March 1981 at the Reserve Training Center in Yorktown, VA and served here until 1998. The MORRO BAY was the sixth of her kind in the Coast Guard. While stationed at Training Center, the MORRO BAY was involved in training and operations on the Chesapeake Bay. The MORRO BAY is currently home ported in New London, CT.

Ship’s History

The 140-foot Bay-class Cutters are state of the art icebreakers used primarily for domestic ice breaking duties. They are named after American Bays and are stationed mainly in Northeast U.S. and Great Lakes. Although specifically desinged for ice breaking duties, they also perform law enforcement, environmental protection, search & rescue operations and support for aids to navigation activities.

A “response boat medium” crashing through the waves with the coast of Brooklyn behind it. The smaller USCG vessels like this medium sized SAFE boat. They too are outfitted with a high caliber machine gun mounted on a deck stand, and you can be certain that they have other toys onboard which we civilians don’t need to know about. These vessels are said to carry a compliment of sensors and communications equipment designed to monitor and intercept illicit activity.

The response boat-medium (RBM) is a 45-foot (13.7m) utility boat used by the United States Coast Guard. It is intended as a replacement for the Coast Guard’s fleet of 41′ utility boats (UTB), which have been in use by the Coast Guard since the 1970s. The Coast Guard plans to acquire 180 of these RB-Ms over a 6–10 year period. The boats will be built by Kvichak Marine Industries of Kent, Washington and Marinette Marine of Manitowoc, Wisconsin.

One often observes these medium sized boats patrolling the industrial edges of New York Harbor, in the case of the shot above, its on the Kill Van Kull separating New Jersey and Staten Island. Incidentally, this is the same vessel seen in the former photo, although I didn’t realize it at the time.

Founded by Alexander Hamilton as the Revenue Marine first, and later as the Revenue Cutter Service on 4 August 1790, it is the United States’ oldest continuous seagoing service. Treasury Secretary Alexander Hamilton headed the USRCS, and the branch was involved in every war from 1790 to World War I. As of August 2009 the Coast Guard had approximately 42,000 men and women on active duty, 7,500 reservists, 30,000 auxiliarists, and 7,700 full-time civilian employees.

USCG WTGB 109 Sturgeon Bay‘s Captain had to know that the ship was going to be photographed when posed so provocatively in front of the Statue of Liberty. The United States Coast Guard is nearly forgotten on this holiday signifying the sacrifice and service of United States military service men and women, the glory going to its larger and farther reaching colleagues.

Memorial Day is a United States federal holiday which occurs every year on the final Monday of May. Memorial Day is a day of remembering the men and women who died while serving in the United States Armed Forces. Formerly known as Decoration Day, it originated after the American Civil War to commemorate the Union and Confederate soldiers who died in the Civil War. By the 20th century, Memorial Day had been extended to honor all Americans who have died while in the military service. It typically marks the start of the summer vacation season, while Labor Day marks its end.

What would Superman do?

This governing logic which demands that one draw a line and say “No more” compels some to step forward and personally form a barrier between law and chaos. To leave behind the mundane, don a colorful uniform, and fight for truth, justice, and the American way.

Such men and women that display this sort of behavior may often found in the employ of the NYPD, and one elite unit of that inestimable organ of the municipality is the redoutable NY Harbor Patrol.

Witness 2 generations of their patrol vessels, plying the estuarine tides of the River of Sound– commonly known as the East River to modernity.

What would Batman do?

The job of these amphibian officers is to protect and patrol the harbor of New York, assist maritime travelers experiencing mechanical or existential trouble, and to enforce a strict security cordon around the archipelago. In the age of the terror war, the strategic patrol of waterfront infrastructure and detection of multi national sapper units (called terrorists) has been added to their list of duties.

This is the NYPD unit that once was originally formed out of a bunch of beat cops in 1857 who, with a rowboat, were tasked with busting up a gang of river pirates called the Swamp Angels that operated out of an open sewer on Cherry Street in Manhattan. Today, Harbor unit is an elite and coveted posting.

An already impossible patrol area coupled with decades old technology and an expanded mission has demanded a few upgrades to equipment, and the acquisition of some “wonderful toys”.

The NYPD Harbor Unit has existed ever since, protecting life and property. With hundreds of miles of inland waterways to cover, the unit operates 27 boats from three bases.

For underwater work, the department used to contract with private diving companies when weapons or other evidence had to be recovered from the bottom of New York’s many rivers and waterways. In the early 1970s, however, the Harbor Unit formed a specialized scuba team that today numbers around 30 officers. Unlike many police dive units, whose members dive only part-time, NYPD divers are assigned to the unit full-time. (The exception are some scuba-trained officers in regular patrol units who are detailed to the team temporarily during the busy summer months.) In addition to the normal duties of evidence recovery, the Scuba Team’s mission has expanded since 9/11 to include a counter-terrorism role. For air-sea rescue work, the Harbor Unit keeps two divers assigned to the Aviation Unit 24 hours a day, seven days per week, all year round. These divers will work with their counterparts in the FDNY, who arrive at incidents by fireboat or rescue company.

What would Iron Man do?

I admit it, these safeboats that seem to be multiplying all across the harbor are amongst my favorite subjects to focus in on when they pass. Each one of the “services” has a configuration specific to its mission, a suit of armor tailor made for the tasks at hand…

– the Coast Guard ones have big honking machine guns…

– FDNY a water cannon…

– even the National Parks Dept. Police have their own version

New York also is one of the world’s busiest seaports. Manhattan itself is an island. Moreover, the five boroughs are surrounded by water. According to NYPD Lieutenant John Harkins; “ New York City has 184 miles of coastline on the Atlantic Ocean, and we have over 546 square miles of inland waterways…. (and) the city is a major hub of international ship borne commerce.”

The policing of New York’s waterways are provided by the men and women of the NYPD Harbor Unit. The Harbor Unit is on the cutting edge of marine law enforcement. From its 3 bases and 27 boats, the Harbor Unit provides the City of New York with a marine force that is equipped to handle all water borne security, public safety and rescue concerns. This includes: enforcement of maritime laws, missing persons in the water, evidence recovery, air-sea rescues,, narcotics interdiction, anti-terrorism and security for United Nations. To accomplish this mission, the NYPD Harbor Unit works closely with state and federal law enforcement.

What would Lex Luthor do?

There’s just something I love about the way that these small vessels crash over the water, a latent desire to see it really open up and go top speed. These defender class boats remind me of old science fiction shows from the 70′s, of a colonial viper or earth starfighter.

These boats were built in accordance with a governing military hardware design philosophy called “the weapons platform”. It doesn’t matter what configurations an individual user might install, the chassis is always standard, and one need install or replace only sensors or weapons at one’s own discretion. The United States Navy “Carrier fleet” concept is the ultimate application of this notion.

I often wonder what these boats may be electronically talking to as they patrol, whether they be wireless cameras or some of the more… esoteric gear which is rumored to be at work in the harbor. Police methods are ingenious, and varied.

From “invisible” helicopters and mini-submarines to radiation-detecting knapsacks, the NYPD is employing a new generation of high-tech tools to combat terrorism and fight crime.

Officers are getting equipped with space-age gadgets like handheld bomb detectors, being trained in futuristic flight simulators, and traveling in gadget-filled, crime-solving vans. And more gizmos are being tested every day.

The NYPD’s Scuba Team is evaluating devices that allow divers to see underwater sonar images on LCD screens attached to their masks instead of blindly searching murky rivers.

What would Spider Man do?

Great responsibility accompanies great power, and these police officers- roughly 150- are entrusted with the patrol of nearly 200 miles of coastline and 576 square miles of navigable water. On a warm summer evening such as the one enjoyed when these photos were shot, this seems to be the best posting in the entire NYPD, but remember, they’re out there in blizzards and thunderstorms.

The officers are likely to remain officers, they said, since few harbor unit members make detective.

”You’d basically have to save the mayor’s son from drowning,” Officer Parkin said, looking up toward Gracie Mansion and Carl Schurz Park, with the Franklin D. Roosevelt Drive running under its promenade.

They made a U-turn and headed back south, toward the Battery, where a Staten Island ferry boat passed, large and empty and brightly lighted.

”Rush-hour ferries,” Officer Whelan said, ”big targets.”

On the Hudson River they passed air vents to the Holland Tunnel, a tall brick structure at the end of Pier 34. A blip on the radar screen off the starboard bow turned out to be a sightseeing boat. Through the squad’s night-vision binoculars, dark undersides of piers were lighted up in Day-Glo green.

What would the Punisher do?

The smaller and older of the vessels is a 25 foot fiberglass Parker, which (in its civilian configuration at least)is a 200 HP fishing boat converted over to police duty. Cop hull, cop screws, cop seats, cop bilge pump…sorry, the Blues Brothers are intruding again.

These craft offer a lightweight and shallow draft capability, and the silhouette they offer is reminiscent of older generations of vessels that once fished the coastlines of the north eastern United States in great multitudes. This makes a lot of sense, procuring equipment from the mass market for use by the gendarme, although the manner in which the Parker crashes the waves when at speed must be a great source of discomfort to those onboard.

But, if crime is a disease, NYPD is the cure.
